There are more buzzer locations than shown on that map. Most Bell Towers spawn buzzers once liberated, especially those with Supply missions. Also pretty sure the Royal Palace is in the wrong location. For south Kyrat, the simplest buzzer is from the Ghaile homestead, but that takes story progression.
A buzzer will be waiting next to these shacks to help you with the missions, but after you do each of these missions its corresponding buzzer no longer spawns. Simply skip these missions until the end of the game, and you'll have a number of buzzers scattered about the map in easy to find locations: just look for the parachute icon.
